Bug — Many semesters missing from semester selection #790

Describe the bug Even though we have csv files from as early as spring 2021, YACS only shows semesters as early as summer 2022, with fall 2022 missing in between.

Expected behavior All of the semesters we have data for should be shown.

We've mostly solved this problem, although uploading 2020 CSVs (which do not exist right now) presents a couple problems. The shell script to start web-scraping doesn't work across different machines, and the pages that we scrape from don't exist anymore.
