Course watch/notification system #2

Have some sort of system which monitors certain courses to see whether their size was increased or seats became available. Students can choose courses they want to register for and YACS will notify them personally if seats become available. Failing that, YACS can just watch courses (flagged by students?) and publicly announce size increases over RSS/Twitter/some other similar medium.

This is probably more suited to a spinoff project that is not part of YACS but which uses the same API.
