filescanner: to many log created #273

if i let the filescanner watching for change everytime it looks for change a new filescanner.log file is created , so if we don't kill the filescanner process hundred/thousand file are created.

could the filescanner log and error_log append the current file rather than recreate a new one

this issue doesn't fix the creation of a new log 'file' each minutes with filescanner
