[GET] /category : 카테고리 목록 조회
- 기존에는 사용자의 카테고리가 존재하지 않다면 404 에러를 발생했습니다.
- emptyList를 반환하도록 수정했습니다.

테스트용 토큰 발급 로직을 구현하고, 회원 도메인 패키지를 정리했습니다.
- 클라이언트에 영향은 없습니다.

이제 프리 플라이트 요청 시, 인가 로직을 수행하지 않습니다.
