With the implementation of the sensor network, there are certain settings that we want to save so the user doesn't have to change them.

telescope_id (int) - This is not a foreign key; this is only so we can retrieve a sensor_network_config by a telescope_id
sensor_initialization (int) - This integer (or byte, which is how we will use it in the CR) will represent the 9 bits used to initialize or not initialize the sensors
timeout_data_retrieval (int) - This will be so the user can input a timeout on the sensor network, because this is a value that can be changed
timeout_initialization (int) - Because the initialization takes longer than data retrieval, we want this timeout to be longer
