setup boilerplate mobileUser folder in mobileContracts

• create mobileUser folder
  • this folder will be within the main/kotlin/com.radiotelescope/mobilecontracts directory
• create BaseMobileUserFactory.kt
  • use the file BaseUserFactory.kt as an example
    • make sure to implement actions of searching for awaiting approval
    • in addition make sure there is an action of approving the user
• create MobileUserInfo
  • make sure to follow the UserInfo.kt file example
• create MobileUserWrapper
  • make sure to follow UserUserWrapper.kt
