Landing Page Promotional Photographs #49

The landing page will have promotional photographs with small captions. The links to the photographs as well as the captions will need to be stored in the database. The photographs will be user-submittable and approvable by admins.

Infrastructure is complete, need to add s3 upload and delete functionality.
