UI Tooltips in the simulator explaining what each UI element does #113

The simulation right now has no sort of window or tutorial telling the user how exactly it works. Might it make sense to have some sort of window telling the user how to start the simulation (e.g. start sim on Unity, then connect to sim on control room) and what each part of the UI does (e.g. explain the test move UI)?

We should discuss this with Todd before putting any work into it.

Todd says that we can just have a page that documents how to use the simulator, but something inside the simulator itself would be nice to have.

In terms of in-simulator stuff, he suggested tooltips when you hover over parts of the UI.
