add new gh workflow to automate github releases #24

Heavily inspired by this workflow this workflow will activate on release branches like: release/vX.Y.Z

Thanks @ramonmoraes8080! I will think about this a bit more. I prefer to maintain tags rather than release branches. I'm most interested in being able to include binaries for different target platforms in the release.
