I've heard of a few people having this issue before. Not sure why it only seems to happen to some and not others.
I don't personally have experience with this issue. Maybe try the mod In Control! and see if you can configure it to spawn mobs how you like.
Looks like In Control! only works for 1.16.3, not 1.16.1. I will see if I can find a similar mod. Issue is still persisting. Thanks though, and let me know if you have any other suggestions or if you figure the bug out!
I've been having a similar issue. I think it's because some of the wide caves especially spawn a ton of mobs and rapidly take up the mob cap, and then less mobs spawn on the surface.
I also have this issue on MC 1.16.4 Forge 35.1.29 :(
I just debugged my modpack to find this mod to be the culprit as well. Running only YUNG's API and YUNG's Better Caves.

Hi all - just wondering if anyone has had experience with this mod changing the way mob farms work? I am thinking perhaps because of all the massive sizes of caves, mob spawns on surface and in mob farms are far less frequent? If anyone has any ideas that would be great. Either to fix this or at least confirm that this mod causes this problem.
The only other mods I have that could contribute to the problem are Better Mineshafts, Quark, and Savage and Ravage. It does not appear to be quark or savage and ravage though.
Would it be possible to boost spawn rates overall as a means to fix this?
