Template Requirement: Framework #264

add col to cms_templates database: framework; template-overview should check, if required framework (asset, bootstrap 3 / 4) is already set up. If not, try to load required asset.

A syslog entry will be generated if wrong asset (framework) is loaded. (done for now)
