Name configuration files with lowercase letters, these are for machines Name DOCUMENTS with uppercase letters, these are for humans

I'm not a fan of the proposed naming convention. While there is some merit to using all-uppercase letters for important files, it certainly shouldn't be a requirement in general, and I bet that most users never read license.txt in particular.
