Add OAuth share library and API doc #56

Please note this PR has merged the changes on https://github.com/yahoo/arrow/pull/60, means that not to take this PR unless PR 60# is accepted.

This PR is to add OAuth share library to be an Arrow built-in lib, to provide convenience for applications to test against Yahoo! OAuth API.

And this PR add API doc for CookieUtil and OAuth share lib.

Yes it's a test issue, we need to fix that, please ignore it for now.
