update the build instructions on readme #53

updated the build instructions to reflect what's required by do.sh

would be great if instructions cover how tests can be run locally too. @diracdeltas , thoughts?

Thanks. To run tests locally, run do.sh testserver and navigate to localhost:8000. That is mentioned in https://github.com/yahoo/end-to-end/blob/master/docs/CONTRIBUTING.md but might be good to have in the README too.
