Resolution Probelm #146

What steps will reproduce the problem?
1. Resolution set to 1360x768

What is the expected output? What do you see instead?
The lower half of the screen is cut off and pinned to the bottom of the screen.

When run in admin mode the bottom and top of border graphic is cut off.

What version of the product are you using? On what operating system?
OS, windows 7
Procurement, 1.1.1

Please provide any additional information below.
AMD Radeon HD 7900 in crossfire with latest drivers.

Procurement has a compact mode for lower resolutions. You can enable it by 
either selecting it from the settings screen and restarting, or editing 
settings.xml.
