Terms of Use dropdown menu

Since there's no real footer on the site and a Google terms of use already at the bottom of the homepage, I think it may make the most sense to have "About" as a dropdown menu with links to information about the project and the terms of use. This way, pages can also be easily added in the future for project team, etc.

The PDF here has the yellow highlighting removed and some boilerplate filled-in.

Is it simpler to just include the terms on the About page as a pdf download? In my mind that will be the fastest solution.
