Modify Building Form #336

Resolves #335

  1. Remove redundant user admin status check as it is already done earlier in tree and pass it on as prop
  2. Change image gallery to multimedia gallery
  3. Move several fields
  4. Add missing field validation to Form
  5. Change new building behavior - new building is only saved to database when required fields are present
  6. Autosave only begins when required fields are present
