[1599] Allow admins to see list of requirement-meeting users #1671

added a link on requirement pages to a page of users who fulfill the requirement; not sure if done correctly, please provide help if possible! thanks :)

Hi Michael! It seems like a few style tests are failing in the build, I think it's only a few. rake check_style should list them. I'm taking a look at it right now and will leave details later today.
