The links to create or edit announcements are broken because of deprecation.

Branch 259_announcements fixes the following problems related to this issue:

Replace deprecated methods in announcements view and controller.
Rewrite announcements/create.js.rjs and update.js.rjs into erb files
Remove tb_init() call in update_reports.js.erb to prevent generating multiple modal windows for each edit link.
