You can use priorities in locations to make it so that location X has to have people in it before location Y can have people in it. You can't, however, make it such that location X OR Y can have a shift scheduled before location Z can be staffed. This matters for supervisory positions e.g. we would like to differentiate between techs certified for Apple vs Dell vs Lenovo by having them in different locations but we can't make it so that if any one of those three is staffed then an dependent location (io ST) can sign up for a shift.
