convert to goreleaser and match format for releases

It seemed like we were getting stuck trying to fix everything all at once to be compatible with packer, so I wanted to focus just on the release process.

This changes to use goreleaser similar to the packer-scaffold but also create assets in the current release format.

If this looks good, we can work on any other packer compatibility issues after it's merged.
