Move ```ianaPull.py``` and ```draftPull.py``` scripts to the ```automatic_push``` directory #731

There's a new automatic_push directory which should include all the scripts related to pushing the new data to GitHub, so the ianaPull.py and draftPull.py scripts should be moved into this directory
