Steps: 
1 click more 
2 click 'Followers' 
3 pick a freind 
4 swipe the Device update to off.

Not a bug but expected behavior. User can turn ON/OFF device update only for 
the people he is following. Please 
refer to the twitter help web resource for more information about device update:

notifications
Device Update related control will be disabled for the followers.
