Not all cluster markers are drawn at zoome level 1 until the map has been dragged.

What steps will reproduce the problem?
1. Drag the map right and release, go in small increments.

Expected result:
Cluster marker on screen should appear in the same places and with the same 
numbers (unless they're mid- wrap)

Actual result:
Cluster markers appear/disappear when you drag the map.

Version: 2.0.7

Browser / Operating System:
Chrome 18 beta, OSX

Additional comments:
Seems to be strange behaviour of repaint()/redraw_()

In the attached screenshots, you can see the map after it's been dragged (this 
is what I want it to look like!), and also the same map after it's had 
repaint() called (this is also how the original state looks on load).
