It was copied from somewhere else (nlohmann/json maybe?). Most of the time when I create new issue this template is irrelevant. Other user "jcoder58" ignored it completely and I don't mind.
So if it is not enforced and irrelevant, then it's easier not to have one. At least in the current state, when there is no tens and hundreds of issues from random users, when it makes sense to somehow formalize issues.
At the same time pull_request_template.md looks legit for now. But I gave up creating PR for a while now, so maybe it is also outdated or irrelevant.
