Added Dockerfile in the uml_python

Things to expect:

you get a generated UML on executing the image

CS3-75 UML(Python) in docker

1. Assume you have the github repository link, project type and necessary permissions and attributes, start a docker container in Nextjs backend(app/api) and generate the UML of the project. 2. You should first clone the repository, cd into that and generate the UML and extract the generated UML from the docker container.
