`0.1.3` release #287

Bumps MotoROS2 version to 0.1.3, updates version references in the readme and the hashes for the new binaries.

I'll use a rebase merge and push a corresponding tag after review.

Note: this also finally updates CI to use the new 20240710 release of micro_ros_motoplus, which will stop it complaining about missing messages and constants.

Btw @ted-miller: could you do a final runtime check of mr2_yrc1_h?

Just to make sure: did you have a chance to run the mr2_yrc1_h binary from the .zip attached to the draft release on a YRC1?

Yes, I have run the release .out through jimmy's test app.
