Note: this also finally updates CI to use the new 20240710
release of micro_ros_motoplus
, which will stop it complaining about missing messages and constants.

binary from the .zip
attached to the draft release on a YRC1?

Yes, I have run the release .out through jimmy's test app.

, updates version references in the readme and the hashes for the new binaries.I'll use a rebase merge and push a corresponding tag after review.
