[GENERAL] Sec Pilot and Blueshield spawn glitch

Brief description of the bug

Players wishing to play the Blueshield and Security pilot jobs can only late join as those jobs, rather than selecting them in the job menu and spawning in their department at roundstart

What you expected to happen

Select Blueshield or Security Pilot job in character creation menu, spawn in office/department at roundstart

What actually happened

Unable to select those jobs in the character creation menu, but spawns normally via latejoin

Steps to reproduce

• Go to jobs menu in character creator
• Select Blueshield or Security Pilot
• Nothing happens

Anything else you may wish to add:

I believe this has something to do with the landmark system for job spawning on YW. Like spawnpoints exist but are somehow broken. I remember attempting to fix this and being unable to find the source of the problem. It’s time I admit defeat and ask others to fix it.

I should have made this issue years ago when I discovered this. SS13 moment.
