The foundation of building a kingdom is the humble (or not so humble) Town.
The Town follows these rules:
Every Town is ranked from Level 0 upward. All Towns begin at level 0, except for Player Starting Towns which begin at level 1.
A Town (which can level up) requires a specific availability of Resources. Example: Level0 Towns require one Food and one Work resource in order to advance to level 1. Level1 Towns require an additional Food Resource and one Tier1 Resource in order to advance to level 2.
Every Town naturally produces exactly One Resource. Resources are ranked from Tier 0 upward.
Resources above Tier 0 must have a Town with a level equal to or above that Tier in order to export that Resource (although it can always use that Resource itself at any level).
A Town can export its producing Resource to another Town. There is a limited distance Resources can be carried.
A Town can receive any number of imports from other Towns, but can only export to one other Town.
A Town benefits from its producing Resource if it's not exporting it. It also gains the benefits of any imported Resources.
