Player starting Fiefs should be generated in a different way than outside fiefs. Starting Fiefs should have enough resources to upgrade a single town to level 2. High-tier/rare Resources should not be in starter fiefs.
FOOD and LABOR should be the most common resource. Maybe ~40-50% of Towns should produce one or the other.
Generation algo should begin at starting Fiefs (determined at world generation) and radiate outward. Highest-tier/most valueable resources will tend to be the farthest from any player starting position.
This should cover all rules concerning the generation and distribution of Resources to each of the Towns on the map.
