Town Production #9

Towns of level 1 or higher are capable of Producing things, namely Military units and the means to defend against such things.
Care to avoid production projects which cut too deep into town management.
Production items are bought with Wealth, and take a certain length of time to "build". This building time could be reduced with the right Natural resource or Labor.

What we want to avoid, is the MOO/Civ "upgrade your cities with buildings" which result in the eventual "build everything in every city"
The game is not about advancing culture or technology, rather it should be about augmenting and supporting cities through their connections with each other. We also want to avoid making the player feel like they need to cycle through all their cities in order to queue up the next new building, or whatever...
