Introduce data from Svenska Fjälltoppar #11

[x] Timertrigger that refine peaks with Svenska fjälltoppar data after insertion
[x] Process sv fjälltoppar data into JSON

Would use same type of datastructure and be used for similar things as #12

Might be best to use data from svenska fjälltoppar to refine OSM peaks, update their positions, names, elevation and add an attribute indicating that it is a fjälltopp

Alternatively download data from svenska fjälltoppar into a csv file, make sure their names map onto OSM peaks and then fill data from file. Less maintainable and a pain to make sure mapping is consistent but wouldn't have to add attributes to OSM that people might not want.
