Video players cut off the last frame #1297

Describe the bug?

Video players do not play the very last frame of the video

To Reproduce

Create a video file and have the last frame be different like red and when you import the video you will see that the red frame would not be displayed

Expected behavior

The video should be able to play the very last frame

I don't think log files are useful in this situation but I'll provide log files if requested

Seeking feedback from @Geenz on this one.

Either the last frame or the last non-float second. I'll have to test, but it feels more like it's cutting off the last second, but I'm wondering if it's due to the timestamps being non-floats or something.

Basically, if you have a video that is 13.68 seconds, it'll only play up to 13 seconds, and not the last 0.68 seconds.
