Hip smoothing settings appear to be non-functional #1874

Describe the bug?

Currently making use of the hip position/rotation smoothing settings is not functional. It is the same whether it's off, on, or even on and set to 1 (the smoothest it'll be) I can tell hand position/rotation work, foot position/rotation work, but hip position/rotation do nothing at this time.

To Reproduce

Equip an avatar. Enable Hip position and/or hip rotation smoothing Set to any value, especially lower values to see a greater affect. Can be seen in the following unlisted video: https://youtu.be/p8hnbXERzdo

Expected behavior

Hip position and rotation smoothing should be correlated with the smoothing values specified in the settings. In the settings screenshot I am attempting to use hip smoothing, however nothing changes.

I have also noticed this on my avatar despite putting the smoothing on for both position and rotation, when looking at the BodyNode slot underneath my user I noticed the smoothing variables being at -1. To check if these worked at all I looked at the bodynodes for my foot trackers and noticed they were correctly set to my settings value of 20 and 13.

Sounds like the smoothing settings are not being properly passed along to the hips in particular for some reason, @Frooxius. This issue seems to have all that it needs to be looked into otherwise.

For anyone wanting a soft fix for this, you can just go to your userroot and adjust the smoothing variables yourself on the tracker. However this does not persist and requires builder permission, just saying for anyone that is annoyed enough by it to temp fix it.

Does is matter that the issue isn't assigned to anyone? And yes, the issue still persists.

It means nobody picked it up.

Please don't just bump issues though if there's not really any new info - if you want to increase its chances of getting picked up, upvote it. When we're looking for issues to pick up, we sort by votes, but never by amount of comments, so they don't help there.
