Notification System Rework #1918

Is your feature request related to a problem? Please describe.

Creating this issue for tracking purposes.

The existing notification system is old, inflexible, and not very customizable compared to standards set by other, more recently developed UIs.

Describe the solution you'd like

Updating it to use more modern systems such as data feeds.

In https://github.com/Yellow-Dog-Man/Resonite-Issues/issues/1905#issuecomment-2088898093, Frooxius had noted:

We won't do much with this until the notifications and the notification UI is reworked.

The new notifications will likely take form of a data feed.

Will this cover the ability for custom facets to have their own "notification" count that gets shown / summed up on the individual dash screen button of the screen the facet is attached to? Right now I believe the contacts page is the only one that shows a notification count, and I would like that to be more general and accessible by community made facets as well (on any dash page).
