Dev tool should take laser priority when editing facet anchors #2246

When I'm in VR mode it is really difficult to edit facet anchors because my dev tool can't properly use the gizmo if the gizmo isn't big enough to go beyond the facet anchor resulting in my laser hitting the anchor instead of the gizmo

for example it is really difficult to edit the scale using the gizmo if not impossible

I want the dev tool to take laser priority when editing facet anchors

Describe alternatives you've considered

Using a user space inspector finding the facet anchors going to their containers and disabling the UserSpaceLaserPriority component this allows me to edit my facet anchors without any issues but this causes its own issues of course

Additional Context

I wanna make this clear when I'm talking about facet anchors I mean the objects placed on your avatar with the facet anchor components those are difficult to move because of the facet anchors preventing my dev tool from using the gizmo

Seeking input from @Frooxius if it's possible / if it'd make sense to prioritize worldspace gizmos over userspace facet anchors.
