Screen shot file name is standard time(GMT0) #264

Describe the bug?

When photos are exported to the Photos folder, file names are in standard time( regardless of locale

To Reproduce

In Japan, photo file names are generated 9 hours out of date. It is not very desirable

Expected behavior

Filenames are generated in local time

This doesn't sound like a bug.

There is one upside to having all pictures use the same time, if someone shares a screenshot with you on the other side of the planet you'll know exactly when it was taken even if you don't know what country or time zone they use.

Save the screenshot to inventory, then retrieve it from inventory, export it screenshot, for some reason the file name is based on local time. This is not consistent.
