In Desktop mode, you can use the default tooltips by pressing 2-0 keys on your keyboard. And 1 just dequips the equipped tooltip (and hides it if it was the 2-0 tip).
Looking at this again this is a valid concern for Desktop, as the usual solution is well, tool shelves... Which Desktop users can't really use.
This could be a good premise for a toolshelf rework
It would be useful to create something like a tooltip inventory
This would probably be best addressed following the inventory UI rework #1119. E.g. a facet could be made with a datafeed of various tools in the user's inventory rather than needing to make a discrete/bespoke UI just for this particular purpose.

It's complicated to equip a tooltip, remove it, equip it again, and then go to ....... It's especially hard on the desktop.

I want to reduce the time required to switch tooltips.

It would be useful to create something like a tooltip inventory, where you can switch between tooltips by scrolling with the stick.
Additional Context
Given the freedom of Resonite, it may be possible for users to create similar mechanisms, but there is no way to know that unless they are officially adopted.
