With the projection360 material, you cannot offset a cubemap, You can rotate a skybox if you have just a normal texture by changing the AngleOffset, but if you want to do so with a cubemap, it doesn't work.
You can offset this no problem and rotate the skybox, however
You cannot offset something like this if it has a cubemap on it.

An ability to offset a cubemap to rotate a skybox.

Taking a sphere and putting effectively a fake skybox, and rotating that.
