Could we separate the docker stuff into two steps? Build and Push? Seems like a pretty minor change. I have pending change here: https://github.com/Yelp/MOE/pull/363/files#diff-2 that's like bump version, build docker, tag version, push docs, push docker. The idea being we don't want to make any public-facing changes until all the pieces work.
