Ratings Timeout #3

Many people (including one mr. singley) have commented that the star rating thingly goes away too fast - much too fast for you to sip, savor, consider, and execute your rating. I move that we increase the timeout for both the user name badge and the rating control to ~20 seconds.

Maybe we could detect if the logged in user leaves with the front facing camera?
