Fairly large rewrite of the frontend:

Remove Chakra-UI
Introduce TailwindCSS
Introduce RadixUI to recover some parts of the accessibility for modals and menus
Integrate packages/ui into packages/web
Upgrade to Storybook 7 with next framework
Next.js 13 App Directory
