Proposed solution:
Dawdle disallows farming jungle unless greed GameTime (avglvldiff) / dist to square root of the distance between 1200 units ahead of the closest safest deepest push to the croweded location of allied heroes who are commited by some metric or temporarily, around the pushing area... At least using that location as a target for movement. Higher health and armour less lurk
