Freeze Time #145

Problem

The new time feature is great, but the time cannot be frozen.

Solution

Add a tick box to freeze time of day.

Reason

This is a common element of time controls in RDR2 mods

Additional context

I use the mod to make mini movies. The ability to set the weather and time are essential. But the only way it is useful is if the set time stays constant. Thank you.

I will look into it, it will probably be some sort of native function.
