Update for b3258 #179

Sticky bomb and flare limit moved up 4 bytes. I don't know what else changed, but those don't work anymore.

pad_02AC in CPlayerInfo changed from 1248 to 1264, this fixes wanted level.

pad_1616 in CPed changed from 842 to 846 as you said. The new 4 bytes were added right before fired_sticky_bombs.
