Do the ASN and BGP ID in the OPEN message have to always match? #4

Allowing different values lets a router act as multiple virtual routers and avoids specifying checks and actions. It is up to the two peers to configure the sessions accordingly.

Or do we want to limit that? Why?

If we don't limit, we may want to add a bit in the capability to indicate "multiple personalities".
