Substage Crash #85

What steps will reproduce the problem?
1. Run Substage
2. Crashes on load

What is the expected output? What do you see instead?

Here is the output from the event log:
EventType clr20r3, P1 substage.exe, P2 2.1.1.0, P3 49c7e065, P4 mscorlib,
P5 2.0.0.0, P6 4889dc80, P7 343f, P8 26d, P9 system.io.ioexception, P10 NIL.

What version of the product are you using? On what operating system?
Substage 2.1.1.0
I have tried running on Windows XP SP3 and Vista SP1
