This is a feature request. When I have a chance, I will implement this.
Currently, it
is unavailable.

Dance attack is implemented in revision 175 or later. An example of the
relevant state-file option is as follows:

rail_state["DanceAttackTiles"] = 1

Please verify that this works for you.

Is there an option for DanceAttackTiles per Actor or simply one entry to enable
it for every actor?

DanceAttackTiles is just one entry. If there's a compelling reason, I could
shift it over to per-actor.
