Queens are not always taken into account in sampling #46

When queens scanning is part of controls scanning, it is not taken into account in the single dummy solver. This is the case when fase is scanning controls but scanning controls is already done.

This should be fixed by implementing the choose strategy change in the branch ExperimentalWayToGetNorthBid
