Please check if that private key is being used for something. Make sure it is no longer being used and then you should be able to delete it.

if you look here is all disabled is there any other way to remove it I have even tried unistaling

Looking at the status "TLS Cert", somehow it is still tied to TLS setting although disabled. Try enable the TLS again and un-assign that cert from TLS settings.
